Parkwood Elementary School

Services Provided: Phase I Environmental Site Assessment, Geotechnical Investigation, Preliminary Environmental Assessment, Geologic Hazard Report, CEQA Initial Study and Mitigated Negative Declaration, CDE Package.

Parkwood Elementary School is an example of a school site acquisition project in which NOA assisted the District with all aspects of the process. Madera Unified School District desired to construct a new elementary school on approximately 16 acres of existing vineyard. The initial screening process included a Phase I Environmental Site Assessment to check for current and historical sources of contamination in the area, a Geotechnical Investigation to determine the strength of site soils, a Geologic Hazard Assessment to determine the vulnerability of the site to seismic events and other geologic processes, and a hazard assessment to determine whether any dangers such as fuel pipelines or hazardous air emissions sources were present in the area.

Once the preliminary investigations were completed, it was possible to focus further on issues requiring additional study. NOA conducted a Preliminary Environmental Assessment (PEA) to determine whether past agricultural use and nearby fuel tanks had impacted the property. The PEA included both soil and soil vapor sampling. A Hazardous Pipeline Survey was also completed based on the proximity of two fuel pipelines to the site. Once these investigations were successfully completed showing the site to be safe from hazards and contaminants, NOA prepared the site application package for submission to the California Department of Education (CDE).
