School Services: DTSC Approval

Preliminary Environmental Assessment

If DTSC determines that additional investigation is warranted, the school district enters into an Environmental Oversight Agreement (EOA) with DTSC. DTSC will require the preparation of a Preliminary Environmental Assessment (PEA), a specialized type of Phase II ESA which typically includes soil, soil gas, and/or ground water sampling. A draft PEA Workplan is then prepared and submitted to DTSC for review. The PEA Workplan discusses all proposed investigations on the site including the sample collection methods, laboratory analytical methods to be used, and human health risk calculations to be utilized. When DTSC approves the PEA Workplan, the field work and analysis may be started. The final PEA report will consider all chemicals of potential concern identified on the site and determine whether the risk posed to future students falls below the threshold risk value determined by DTSC. When its requirements are satisfied, DTSC approves the site.
